BTSF INITIATIVE

Better Training for Safer Food (BTSF) initiative is a European Commission initiative designed to develop an EU training strategy in the areas of food law, feed law, animal health, animal welfare rules and plant health rules.

The initiative is intended for all officials of competent authorities in EU countries who are involved in official control activities. To keep aligned with all aspects of Community law in the areas mentioned above and ensure that controls are carried out in a uniform, objective and adequate manner in all EU countriesThe main objectives are:

• Ensuring and maintaining a high level of consumer protection and of animal health, animal welfare and plant health;
• Promoting a harmonised approach to the operation of Community and national control systems;
• Creating an equal level playing field for all food businesses;• Enhancing trade of safe food;
• Ensuring fair trade with third countries and in particular developing countries.

Health and Digital Executive Agency - HaDEA

As from 1 April 2021 Chafea mandate and activities on Better Training for Safer Food (BTSF) and the Health Programme are delegated and reassigned to the newly created European Health and Digital Executive Agency 'HaDEA'.

The European Health and Digital Executive Agency (HaDEA) manages European programmes and initiatives on behalf of the European Commission.

It works closely together with its parent Directorate-Generals which are focused on legislative and strategic tasks in policy making.

The HaDEA addresses the European Commission’s ambition to help rebuild a post-COVID-19 Europe at its heart, which will be greener, more digital, more resilient and better fit for the current and forthcoming challenges.

The expected total budget managed by the HaDEA will amount to over €20 billion over the 7-year period of the 2021-2027 Multiannual Financial Framework (MFF).

In addition, the Agency will take over the outstanding financial commitments and projects from the predecessor programmes (“legacy”).

The HaDEA is based in Brussels.
